As a GTA-style experience, though, plenty still feels underbaked — the police AI in particular, which ignores blatant crimes yet shoots with impunity. It is a great RPG, but one that leaves a lot to be desired for anyone craving an open-world crime sim.

Niggles include reduced shadow resolution, no FOV slider, and the long-standing lack of an in-game torch, but it remains a joy to play.
