A really enjoyable prequel DLC where you build the generator from scratch against the clock, with a gripping emergent story as desperate decisions can turn a benevolent leader into a brutal dictator. It's flawed though: limited resources, especially food, railroad you down one rigid path with little flexibility, much content is recycled from the base game, there are only a couple of new laws, one map, and a thin endless mode, and it frustratingly ends on day 45. Still genuinely fun and worth playing again.
