Our analysis
A confident buy and one of the best-looking city-builders of its kind, with stunning, detailed near-future cities and satisfying min-maxing of resource chains across Earth, Arctic, and Moon. Held back by a forced balance requirement for upgrading civilization tiers, shallow rock-paper-scissors naval combat, relentless boring side quests, and limited sandbox longevity from few build areas and no random maps.
